Spaceport - New Mexico

The MBA class (Mgt503) of New Mexico State University taught by David Boje ( dboje@nmsu.edu )   is making recommendations to Spaceport - New Mexico based upon the session on 8 November, 2000 with Hanson Scott ( hansons@edd.state.nm.us )  and Pat Hynes ( phynes@pathfinder.nmsu.edu ). 

 

This is TD Gameboard (go to main TD Gameboard site). TD stands for Transorganizational Development. Our objective is to apply the TD large system change proposals to the problem of how to work with numerous state, federal, private, and volunteer organizations to make Spaceport - New Mexico the number one choice. Status report, currently 10 states are competing to make their state the logical choice to locate the Spaceport Lockheed martin VentureStar. Lockheed-Martin will select the permanent launch site for a new spaceship, the VentureStar. Currently New Mexico, in our view, is among the top three choices (along with Florida and California). We endeavor to make New Mexico the leading center for commercial space industry (including transportation, space-related manufacturing, space research, and space education).  We continue the work begun by the Southwest Space Task Force (SSTF) in 1992 to integrate space development interest among transorganizational interests among government, industry, and education organizations. Currently Hanson Scott leads New Mexico's development of the commercial space industry and spaceport location in New Mexico.  

New Mexico is a serious contender. Governor Gary Johnson signed legislation appropriating $350,000 for the state Office of Space Commercialization and set aside $8.6 million in state operating reserves for construction of a spaceport somewhere in New Mexico (See 1998 "New Mexico passes funds to attract VentureStar").  We believe New Mexico has environmental and economic advantages over Florida and California.  

 

To win the race for Spaceport-NM we need to develop facilities, plans, and infrastructre that will allow us to launch and land space vehicles from New Mexico.  This will require the cooperation, communication, and collaboration of many organizations. We offer some resources for getting the job done.

RECOMMENDATIONS TO CASTE - SPACEPORT-New Mexico

The MBA students are writing specific recommendations to be posted on the CASTE web site. Here is a summary of eight major recommendations.

  1. It is recommended that the State of New Mexico declare Spaceport and Economic Enterprise Zone. This will attract the business community to the project and provide a competitive advantage over the business plans of CA and FL. Local tax breaks and the federal assistance that comes with a Free Enterprise Zone will lure the space industry to New Mexico. 
  2. A program of press releases and public service announcements is initiated. This could be facilitated by participation of the NMSU public relations office and contacting journalism classes at NMSU to participate. The strategic advantage right now is with FL who issues regular press releases showing community support for their Spaceport.
  3. A strategic plan and a business plan be developed in participation with College of Business courses in Entrepreneurship, Small Business Consulting, and other MBA classes (currently taught by Sam Gray and David Boje).
  4. Clone Hanson Scott. If this can not be done by the Biology Department, then we recommend that a series of video presentations about Spaceport-NM be developed which can be loaded on to the CASTE web site. In this way, various stakeholder groups can tune in for virtual Hanson Scott presentations.
  5. Develop a theme that unites New Mexico - such as "Do it for your children and their children." Right now many community have an attitude of "what is in it for me, here and now." The theme would focus on the long term economic advantages to the entire state that come from the jobs, careers, and increase in science and technology that accompanies the project. We suggest that every county in the state be profiled to show the current and long term advantages of Spaceport to jobs and education potential.  Here is a map to get you started: Map of New Mexico Communities that will benefit from Spaceport-New Mexico
  6. The highly diverse workforce of New Mexico is a competitive advantage over Florida and California. NM has a more ethnically and racially diverse workforce that will be working in Spaceport -NM; more diverse than the competition.
  7. A leadership award should go to Hanson Scott. This man is a dedicated visionary leader. We are fortunate that he is a general, since it takes a general to organize a strategy to meet the many types of business, community, and government stakeholders who are working together to bring the Spaceport to NM. This award could come from the State or from the Universities.
  8. Make a proposal to the College of Business Administration and Economics that a major be established in "Space Commerce." A poll of the MBA students indicated, that 85% of the students would sign up for course in such a major. Many of the students are multi-generation residents of New Mexico and believe the establishment of such an industry would give opportunities to them and to their children; reasons to live and work in New Mexico.
