About Lucinda Vargas

Lucinda Vargas is currently Visiting Assistant Professor in economics at New Mexico State University. She has also taught at other higher learning institutions in both the United States and Mexico.Ms. Vargas was Director and CEO of Plan Estratégico de Juárez, A.C., a private-sector-led, non-profit development planning organization based in Juárez, Chihuahua. Ms. Vargas currently serves on the organization’s Board of Directors.Prior to her work at Plan Estratégico, Ms. Vargas was Senior Economist at the Federal Reserve Bank of Dallas where she established the research department in the Fed’s El Paso branch.Her research at the Fed focused on the Mexican economy, the maquiladora industry, NAFTA, international trade and U.S.-Mexico border economic developments in general. She also worked as Senior Economist and Director of International Services at CIEMEX-Wharton (now part of IHS Global Insight), an economic forecasting company based in the Philadelphia area.Ms. Vargas has held research positions at the U.S. Treasury Department in Washington, D.C.; UT-El Paso’s Center for Inter-American and Border Studies; and Grupo Bermúdez Industrial Developers in Juárez, Mexico.Ms. Vargas earned a doctorate of economic development at NMSU, and has a master’s degree in economics from The Pennsylvania State University and a bachelor’s of business administration degree in economics from The University of Texas at El Paso. Ms. Vargas is a native of the U.S.-Mexico border: she was born in El Paso, Texas and raised in Juárez, Chihuahua.
