Ms. Blume is the Program Manager for the Center for Public Utilities housed in the College of Business at New Mexico State University. In May 2009, she completed her Masters of Accountancy at New Mexico State University (“NMSU”), including graduate coursework in utility policy and regulation. Ms. Blume is responsible for organizing and marketing various training programs, negotiating contracts, managing the office and all accounting duties, and working with speakers and material preparation. Since 2007, Ms. Blume has consulted for various consulting firms and government agencies performing various duties including reviewing, organizing and compiling of filed testimony, proposed tariff changes, discovery requests and responses, bill/financial analysis and assists with preparation of oral testimony during rate cases and rulemaking hearings.
